Budget Hearing At Kumasi Metropolitan Assembly

The Kumasi Metropolitan Assembly on Monday, October 31, 2022 hosted four other Assemblies for the commencement of the 2023-2026 composite budget preparation process in accordance with Regulation 17(3) of the PFM Regulations.

The hearing was to offer the Regional Coordinating Council (RCC) with support from the National Technical working team the opportunity to jointly review the
MMDAs revenue and expenditure performance for 2022 and the targets set for 2023-2026. It is to further ensure that the budget allocations reflect the objectives and strategies of government policies and are also in line with the 2023-2026 Budget Preparation guidelines issued by the Ministry of Finance.

The participants from the four Assemblies including the Ejisu Municipal Assembly, Kwadaso Municipal Assembly, Kwabre East Municipal Assembly and Kumasi Metropolitan Assembly were well represented for the Regional Budget Hearing.

The technical team from the RCC led the facilitation and review the various Budgets presented by the four MMDAs included the Mayor of the Kumasi Metropolitan Assembly, Mr.Samuel Payne, as well as a representative from the Ministry of Finance.

The draft budget was presented by Mr. J.T Ababio, on behalf of the Municipal Chief Executive. He began by briefly explaining the district profile; The district’s performance in terms of Agriculture, Education, Tourism, infrastructure, health, and transportation, among other things.

Municipal Budget Analyst, Mr. Felix Assim Boakye went into detail on the Municipal’s financial performance, including revenue and expenditures by departments.
As part of the performance, he presented information on some key achievements of the 2023 budget.
He also highlighted the support to government flagship programmes such as Planting for Food and Jobs (PFJ), One District One Factory (1D1F), PERD among others.
